BRAIN DRAIN AND EXPORT
BRAIN DRAIN AND EXPLOITATION
Unprecedented in the last few years exiles took place. First of all, faculty members who were dismissed from their duties by the Statutory Decree had to go abroad to face the prison sentences awaiting them. The education level of these people was higher than that of previous exiles.
Exiles from the 1980s and beyond were usually university students, while they were academics. The countries they came from, especially Germany, did not have any problems with residence and work permits. They were able to find jobs in different universities in a short time, usually with a two-year scholarship. Some of these people would return later. They could not become faculty members again, but the requested prison sentences were not in the foreground. Some of them would even be acquitted.
We can see the cyclical nature of the European exile of Turkish people here.
The arrival of doctors and other medical professionals is also different from previous examples. These people do not have economic and political problems in the country. In terms of view, they mostly have the idea of Kemalism. Although the reasons for their arrival vary, the leading reason is that the prestige of the doctor in the country is not high and they are frequently attacked. Another reason is that they want to live outside the country and not in the country. For this reason, some of them close their return doors and sell their house and car.
It may be asked why these people prefer Germany in particular. Those who have graduated from medical school or other universities usually speak English. Despite this, they prefer to learn a difficult language such as German, and they mainly prefer Germany.
The ones who come first always pass on information to those who stay behind but want to come. Learning a language is compulsory, English is not enough.
The equivalences of all courses taken during medical education must be introduced. It is difficult for the German education system to fully recognize equivalence in any field, there are definitely deficiencies and some additional courses are required to be taken. It is also a common situation in Germany that those who have specialized in Turkey do this again to some extent, if not completely.
It is not possible to continue working in Turkey after coming to Germany. It is necessary to learn the language and take additional practical courses. Plans are made early to finish medical school and go to Germany.
Germany is a country with a rapidly increasing population. Staff is needed in every field. About one million Syrians who were admitted to the country 6-7 years ago learned German at a basic level and were introduced to the job market. The country has now received about the same number of Ukrainians. Although their education level is higher than Syrians, very few of them speak the language and are not qualified personnel.
In Germany it is now easy for qualified personnel A law is being prepared to grant a residence permit.
While the USA has met the shortage of qualified personnel through immigration from other countries for years, Germany is entering the same path, albeit rather late.
From Turkey It can be said that the immigration of doctors to Germany is institutionalized. Firms dealing with this business have been established and migration continues.
In addition, asylum seeker migration continues. The constant increase in numbers with unending migration, some voluntarily never ending exile and constant round-trips… This is what is happening.
