EARTHQUAKE and STATE (News File) Written by Ahmet Nesin

EARTHQUAKE-STATE AND MUNICIPALITIES... Before you start reading this article, that is, after this line, sit back in your seat and try to go back to the year you remember how many years you have been in this world (if you call it a world) and try to find your 1 week that was comfortable, pleasant, peaceful. You couldn't find it, could you, I couldn't find it either, because it doesn't exist and there is no possibility of it happening. In a country where the MHP against the Kurdish Question, the MSP against secularism and democracy (Erbakan and nowadays Erdoğan) were established by the state, and when their power was not enough, the government was seized by coup d'état, that week will never happen. My friends asked me to write an article about the earthquake and the state, and I would be lying if I said that I didn't think about it for a while since I had been back to programmes instead of writing for a long time. Actually, the reason for my thinking was different, we talk, write and discuss everything after it happens. Probably the West was doing the same, but I think we need to discuss when it was doing it or how long it has not been doing it. You will recall that when the mine workers were buried under the cave-in, Erdoğan, who swears today, said at that time, "It is in the nature of this business, it happens in the west too" and the lickspittles immediately went to give examples. The examples were true, but there was a problem in the years when they happened, not just a small problem, but a problem like a century. When we look at the West today, it has been removed from this nature. Or the issue that our people call God's work has become the work of technology for them and has been solved, Recently, the Social State in Turkey is being talked about a lot, and I sometimes mention it in my programmes. I have talked about it in 2-3 programmes, especially in the time of these new TOKİ houses. I think that in countries that are backward or do not have enough economic independence, the Social State is difficult, but it can be done in spite of everything. Since we finished the earthquake in 11 provinces, we have already started to talk about Istanbul within a week. Houses to be demolished or houses to be repaired are being discussed through the municipality. Municipalities should definitely focus on this, but there is something else that should be done or started, and that is to gradually move Istanbul (Or Ankara-Izmir etc.) outside and to get out. This is not something that can be done easily or in one period, it is a long process. What the municipalities need to do for this: 1- Determine construction areas by conducting ground surveys, 2- To build municipal houses in those areas, 3- Renting out those houses at an affordable rate, 4- When renting, put a section saying "Can you buy it in the future", 5- Dividing the houses into two as rentable or saleable (without making any distinction in their construction), 6- To build separate houses for employees, especially for disaster periods, We can extend them as such. In Europe, these houses have the status of your home as if you have bought a house, if you are not experiencing or experiencing a very serious problem, and it solves a bigger problem than you imagine. In France, you used to be able to transfer it to your children like inheritance, but I think the status has changed now. I think Istanbul-Ankara-İzmir-Diyarbakır should start this system immediately. I hope that after a disaster, instead of hearing politicians say "Let this be a lesson for us", we will start to build something with a solution. Yes, Istanbul should be repaired, but it should also be reconstructed and the damage should be minimised beforehand.
